    Clean NATO/USSR clothing catalog update. Russian Tactical Gear gloves are correctly categorized as handwear, USSR can use the approved US footwear groups, all active clothing remains Private with zero supply cost, and five SHS boonie first-person corrections are now locally contained. Removes the unused broad Fixes dependency and its transitive WCS vehicle chain while retaining the required NV-System dependency. No clothing items were removed or newly disabled.
