Description from the Workshop

What does this fix? Since the 1.7 update, Arma Reforger's Conflict game mode introduced a new "Contested" base state. Unfortunately, the Civilian (CIV) faction was overlooked — civilians present inside a base capture zone are counted toward the total faction presence, inflating the numbers enough to prevent captures or trigger the contested state even when no real enemy is present. How does it work? A minimal script fix (one override, ~10 lines) that makes the capture system completely ignore any entity belonging to the CIV faction during base capture/contest evaluation. Civilians will no longer contribute to presence counts — only actual military factions (BLUFOR, OPFOR, FIA) are counted.
