Description from the Workshop

Current actions and results: demand surrender => if enemy surrenders then nothing happens if they don't then you get 30s of heat flee/prone => 30s of heat all of this applies only when done to enemy faction's characters, i.e. civilians aren't going to "report" you or anything (give heat) like under some rare circumstances when trying to convince them to support and failing.
