Disable proximity voice - WIP

Prevents players from hearing or communicating with the opposing faction over voice chat. - Radio: every faction's radio uses its own encryption key, so a transmission from one faction can never be decoded by a radio belonging to another — even on a shared frequency. Looting and using an enemy's radio no longer lets you eavesdrop on their traffic; it gets reclaimed to your own faction's key within a fraction of a second. - Local/proximity voice: if you have a radio equipped, your voice is routed through it instead of open-air direct speech, so nearby enemies can no longer overhear you talking, and vice versa. Note: this only applies to characters with a radio equipped. A character with no radio at all keeps normal vanilla direct speech (audible to anyone nearby, same as without the mod) — there's no engine-level way to selectively mute proximity voice without a radio channel to route it through. Fully generic: works with any radio item, vanilla or from other mods — nothing hardcoded. Shalom!
